If you were in washington dc today for the events would you wear a skirt suit and boots or dress and boots?

Well I'm 12, and I'm just wearing a sweater and jeans. I think that my mom probably is too. I don't think it's very formal when your not actually going to be in the mall. Plus, your going to be walking a lot so I would dress in something very warm and comfortable.
